Official candidates for Ginoong Cadiz 2010 bared

There are 10 official candidates for the annual search for Ginoong Cadiz 2010. They are: 1. Rolly Jun Antisoda, 2. John David Sevilla, 3. Rian Gumban, 4. Ailexon Arnaiz, 5. Mark Albert Cabiles, 6. Joseph Panoy Jr., 7. Marco Santillan, 8. Jazer Ian Dizon, 9. Erwin Majarucon, and 10. Jeben Meñoso.

The pageant night will be on January 28, 2010 at the Don Bernardo L. Benedicto Community Center in Cadiz City.

Ginoong Cadiz 2010 final screening set on Saturday, December 19

The final screening for Ginoong Cadiz 2010 is set on Saturday, December 19, this year, at 1PM, at the City Information Office.

All interested applicants are required to bring with them malling/ street wear, and swimming trunks. Late applications will not be entertained.

The search for Ginoong Cadiz 2010 is open to all bona fide male residents of Cadiz City whose ages range from 15 to 21 years old.

The pageant night will coincide with the annual Dinagsa Festival 2010 on January 28, 2010, 7PM, at the Don Bernardo L. Benedicto Community Center in Cadiz City.

Rex Montemayor and Erwin Mabugat are this year's chairman and co-chairman, respectively.

Fusion Extreme, Calderon, Banez lead November Monthly Finals

Fusion Extreme, Michelle Calderon and Jojo Banez were adjudged winners during the 3rd Monthly Finals of the Star Ka Sa Cadiz 2010 last December 5, 2009 at the Don Bernardo L. Benedicto Community Center in Cadiz City

Fusion Extreme is a grand finalist for Hip-Hop Dance Contest; Michelle Calderon of Dr. Vicente F. Gustilo Memorial National High School, Singing Contest; and, Jojo Banez of North Negros College, Name-a-song Contest.

They will compete with among grand finalists from September to January during the grand finals on Saturday, January 30, 2010, 7:30 PM, at the Don Bernardo L. Benedicto Community Center.

“Star Ka Sa Cadiz” launching on Sept 5

Mayor Salvador G. Escalante Jr. is launching the first-ever “Star Ka Sa Cadiz 2010” on September 5, 2009 at the Don Bernardo L. Benedicto Community Center in Cadiz City, with the aim of making Cadiz the most vibrant City of the north.

“Star Ka Sa Cadiz” is a citywide search for local singing and dancing stars that will make Cadiz shine above. It is a weekly cultural and information presentation whose grand finals will coincide with the celebration of the annual Dinagsa Festival on January 30, 2010.

Contest categories include singing, hip-hop dance and name-a-song. Singing contest is open to all amateur singers residing in Cadiz City whose ages range from 15 to 35 years old; hip-hop dance is open to all groups of 5 to 8 members of 13 to 25 years old; and, the name-a-song is open to all residents of 15 to 35 years old.

Weekly and monthly winners of each category will receive P300, while the non-winners will get a consolation prize of P100 each. A talent scout will be given a cash incentive of P100 for every qualified entry/ contestant he tendered.

On the grand finals, the first placers for singing and name-a-song contests will romp away P3000 each; while the second and third placers will obtain P2000 and P1000 each respectively.

Hip-hop dance showdown, however, will take P5000, P3000 and P2000 for first, second and third placers, respectively.

Dutch studes visit Cadiz Mayor

Fourteen Dutch high school students and teachers will stay overnight with the local fishermen in Cadiz City on July 27.

This was according to Marius Hechanova, ANAK Negros Chairman and Dutch tour coordinator, during their courtesy call on Mayor Salvador G. Escalante Jr. He cited that Cadiz is famous for its fishing industry.

ANAK Negros is a non-governmental organization (NGO) who is facilitating the Holland nationals’ visit to the country.

Hechanova also said that the young people wish to experience the life of fisherfolks in Cadiz. “These 12 students and two teachers will sleep and eat with them in a coastal barangay of Banquerohan”, he added.

Businessman Samson Yap has arranged the one-night settlement set up for the foreigners. Barangay Banquerohan is an urban coastal barangay and 3 kilometers away from the City Proper.

Senior Tourism Operations Officer Juanily Pedrosa also conducted a brief orientation on Cadiz City and the tourist destinations where they could relax and enjoy the beauty of the City, including beaches and resorts, at the Cadiz Tourism Information Center. T

Cadiz launches Biofuel Program with PNOC

Cadiz City Government, led by Mayor Salvador G. Escalante, Jr. in joint project with the Philippine National Oil Company-Alternative Fuels Corporation (PNOC-AFC) through its President Gen. Romeo Tolentino, has launched a biofuel program and signing of the Plantation and Production Agreement for the establishment of Jatropha Curcas Plantation in the City on June 25 at Don Bernardo Benedicto Community Center. This project is in response to the President’s call for the utilization of renewable energy under Republic Act 9357 otherwise known as the “Biofuels Act of 2006”.

The Mayor said that “under this project the PNOC-AFC will supply one million jatropha curcas seedlings to the City while the City Government will appropriate 5 million pesos (P5, 000,000.00) for the purpose of providing financial support and sustainability of the project. This will be availed by any qualified private person or entities who wish to enroll in the project.

Mayor Escalante Jr. acknowledged that the project was made possible through the effort of former Congressman Manuel “Bebing” Puey.

More than 170 farmer recipients of the Katilingban sang Magagmay nga Manguguma-Multi Purpose Cooperative led by its president Leonardo Tan in Barangays Mabini, Magsaysay, Andres Bonifacio, Caduhaan and V.F Gustilo, signed the plantation and production agreement affirming their commitment to join and plant jatropha seedlings in their areas.

According to the PNOC chairman former Congressman Genaro Alvarez,Jr. said “that a one hectare of jatropha plantation will produce 3,000 liters of biofuels.”

Councilor Patrick Escalante, chairman on Committee on Rules, Privileges and Legal Matters in his message encouraged the recipients that the PNOC will construct a processing plant in Cadiz when they reach the 5,000 hectares of jatropha plantation in their barangays.

Former Congressman Manuel Puey announced that the City of Cadiz has already planted 186 hectares with Jatropha in Brgy. Magsaysay through Brgy. Capt. Arthur Lamis, which is one of the biggest plantations in Cadiz”.

54 get free Operation “Tuli”

Cadiz City Health Office and distinguished doctors in close cooperation of Barangay Zone 3 officials have conducted free circumcision to fifty four boys aging from 7 years old to 13 years old, recently.

Four doctors composed of Hon. Dr. Patrick G. Escalante and Hon. Dr. Abiezer Bacomo, both Cadiz City councilors; Dr. Wilfredo Cayao, resident doctor at the Cadiz City Emergency Clinic; and former City Councilor Dr. Ramon T.Nemenzo performed the minor surgery for free.

Circumcision is a minor operation performed to a male person wherein the foreskin (prepuce) of male sex organ (male genitalia) is removed by means of surgery. This procedure is safe to male children of school age up to adulthood. Medical personnel conduct free screening to patients before scheduling them to surgery.
There were at least seventy five patients who approached for screening. Fifty four were admitted for surgery. Punong Barangay of Zone 3, host barangay, also distributed free medicines such as pain killers and antibiotics to circumcised patients./ *

Cadiz gets new masthead, PNU wins

Cadiz City has recently acquired its new masthead for use of the Cadiz Bulletin, the official publication of the City Government of Cadiz, during the “Masthead Making Contest” on the 42nd Charter Day Anniversary last July 4, at the Cadiz Information Center along Cabahug – Abelarde Streets.

Mayor Salvador G. Escalante Jr. awarded Varlet L. Provencion II, a senior high school student of the Philippine Normal University – Center for Teaching and Learning, who bagged the grand prize awards. He bested other 41 entries from different schools within Cadiz.

The 10 Finalists included Lara Jewdryna Barzo (Dr. Vicente F. Gustilo Memorial Nationa High School), Femy Marie Remillia (PNU-CTL), Nelson Gonzales (PNU), Bernard Jimena (PNU), Jeannie Rose Alipar (SPED High School), Maria Riza Lloren (DRVFGMNHS), Santiago Gempasao (PNU), Noel Sayam (PNU), Kin Kevin De Jose (PNU) and Rod Vincent Dominguez (DRVFGMNHS).

The judges were Dr. Ma. Socorro Ibanez, English Supervisor I of Schools Division of Cadiz; Dr. Gliceria Arlyn Garancho, Professor of PNU; and, Engr. Norberto Tongoy II, Software Engineer and Development Manager of DWC Corporation in Cebu City.

The Cadiz Bulletin, published by the City Information Office, will start using its new masthead on August, this year./*

Cadiz launches original “resiklo” songs

Mayor Salvador G. Escalante Jr. illustrates his being “resiklo” advocate when the Cadiz City 42nd Charter Day Anniversary kicks off with the launching of its original song album on the program implementation of R.A. 9003 known as the Solid Waste Management Act on July 1, 7PM, at the Don Bernardo L. Benedicto Community Center.

Entitled “Dalamguhanon Sang Cadiznons”, the album consists of 12 original Hiligaynon compositions. These include: (1) Kahigko Pamatukan, (2) Palibot ko, Talupangdon Ko, (3) Polyusyon, (4) Basura Ipa-iway, (5) Dunang Manggad (Sa Likod sg Kauswagan), (6) Dunang Kabuhi, (7) Mga Tinugyanan, (8) Katinlo: Bahin sg Kabuhi, (9) Katinlo: Dason sa Pagkadiosnon, (10) Kauswagan sg Cadiz, (11) Handum nga Kauswagan, and (12) Mag-isa Kita.

Produced by the Local Government Unit of Cadiz, the album is written and released by the “Tribu Resiklo”. The “Tribu” is a group of local composers and writers who are also government employees. They are Jun Torreverde, Rany Barrieses, Ely Mayo Diola and Jude Jaropillo.

Cadiz 42nd Charter Day goes “resiklo”

Mayor Salvador G. Escalante Jr., who has the vision of transforming Cadiz into a zero-waste City, becomes creative as he takes an innovative way of celebrating the Cadiz City 42nd Charter Day Anniversary on July 1 – 4, this year, with the application of “resiklo” concept in most of the prominent events.

The “Basura Arts Skills Olympic” and “Disenyo Resiklo”, as part of the Mayor’s full-swing implementation of RA 9003 or Solid Waste Management Act, will offer a unique entertainment stance for the people as they will both suck up the whole day opening on July 1.

The “Basura” is a unique home decor making contest using the recyclable materials available in the locality. It will start at 1PM at the Cadiz City Park. Jerry Artuyo chairs the event.

The the “Disenyo”, on the other hand, is an artistic fashion show of festival costume with headdress, futuristic costume and long gown. This will also use the recyclable materials. Chaired by Victor Parina, the fashion show will begin illuminating the Don Bernardo L. Benedicto Community Center at 7PM.

A night of “resiklo“ fashion show will also be buffed up with the launching of the “Dalamguhanon Sang Cadiznons”, an album consisting of environmental songs composed and written by the “Tribu Resiklo”. The “Tribu” is composed of Jun Torreverde, Rany Barrieses, Ely Mayo Diola and Jude Jaropillo.

Seeing that the “resiklo” concept is about the past, the Mayor also includes “Handumanan Sang Kahapon Sang Cadiz” to add spice to the one day festivities. The “Handumanan” is a contest for old photos taken before and/ or when Cadiz became a City. This is chaired by Filbert Arceño and Lyn Regodos.

Day two is a long day for drivers when the “1st Trisikol Sektor Holiday” will invade the streets. ABC President and Councilor Wilfredo Cervantes chairs the “pasalamat sa trisikol driver” moment at the Don Bernardo L. Benedicto Community Center.

A Motard race will cap the Day 3.

On July 4, the day Cadiz became a City, a fabulous float parade will be shown with the participating barangays and the Department of Education.

At 2PM, the City Information Office will make history as it will hold the final judging and awarding of winner to the “Masthead Making Contest” for use of the Cadiz Bulletin at the Cadiz Information Center along Abelarde – Cabahug Streets.

A fireworks display and an all-night-long street party that will feature most popular bands will highlight the Cadiz City 42nd Charter Day Anniversary./*

Cadiz celebrates 111th Independence Day

City Mayor Salvador G. Escalante Jr., together with the City Officials and World War II veterans, led the 111th Independence Day celebration with a theme “Kagitingan, Kagalingan at Kasipagan Tungo sa Tunay na Kalayaan” at Don Bernardo L. Benedicto Community Center last June 12, this year.

Mayor Escalante Jr., in his message, said “we continue to celebrate this day because of men and women who fought hard and sacrificed their lives for the independence of our country against foreign invasion”. He further urged the people to continue the gallantry of the veterans and to continue to fight what they have started the fight against poverty, the fight against criminality, illiteracy and the fight against corruption.

“By this, we’ll have to show that the freedom they have given us will always be part of our daily life and in so doing, we are showing them that we have appreciated their heroic deed”, the Mayor said.

Assistant Schools Division Superintendent Xz Dignadice gave a one-day service credit to the teachers who attended the celebration.

World War II Veterans Post Commander Enriqueto Gomez coveyed his message said “we have to thank America for giving us independence. She insures that we will have these in full from Spain; insures that the Japanese relinquished the same to us and finally handed to us the baton of this joyous affair every 12th of June”.

He extended his heartfelt thank to the City Mayor and City Officials for their continued support and assistance to bring maximum services to their operations and allied services, despite of the scarcities of funds and resources in the government.

Wreath laying and floral offerings were rendered by the City Officials and WWII veterans at the Veterans Monument.

Mayor Bading supports Brigada Eskwela ‘09

Mayor Salvador G. Escalante Jr. has extended assistance for the ‘Brigada Eskwela 2009” last May 18-22, this year, as part of his commitment to quality education for all Cadiznons. Mayor Bading has himself invaded different schools around the City and repainted the school buildings and perimeter fences with bright yellow color that signifies bright future for the children. The task force also initiated a clean-up drive.

“Brigada Eskwela 2009” kicked off on May 18 at the Dr. Vicente F. Gustilo Memorial National High School where Board Member Miller Serondo distributed paints and brushes for various schools.

The school beneficiaries are Dr. Vicente F. Gustilo Memorial National High School, SPED Training Center, Cadiz East Elementary School 1 and 2, Cadiz West Elementary School 1 and 2, Bayabas Elementary School, Caduhaan National High School – Luna Extension, Pedro E. Two minds create Cadiz port park

Port conversion attracts tourists, generates revenues, making Cadiz City a night life destination of the north.


I am referring to the existing finger port situated in Villa Beach, Barangay Zone Ill. This port has been idle for years. But if we would take initiative as to convert it into something worthwhile, this would have been a multiplier effect for years.


I had once a little dialogue with Victor Parina and he has suggested for renovation of the port into a “people’s park”. He hit the point for this would result a venue where Cadiznons can leisurely walk, play and embrace the breezy air as the sun beautifully rises and sets. Of course, the management and maintenance would fall into the hands of tourism office.


Jerry Artuyo, on the other hand, has carved up another bright idea for the port. He has advocated the port can help raise the City’s income. He has blueprinted it to become a night spot for everyone. He calls it “port front” where one can dine, drink and enjoy the nightly acoustic. He has signified for tent or stall installation along the pathway. This would produce both an entertainment avenue and revenue.


A “people’s park”. A “port front”. These are the two port conversion tips for possible considerations. Though each concept differs from the other, perhaps they clash in some forms, the two can be literally linked up as one. Initially, we can label the plan tandem as “Cadiz City Port Park”. I personally coined the term from “people’s park” and “port front”.


The Cadiz City Port Park, if materialized, would be the first-ever in Negros and in the country. The “Park” can house bars, restaurants and music rooms; and set up benches, diving boards, swimming rinks and fun planks. Its unique, long-narrowed and elegant complex and location can surely invite more investors and patrons.


Aside from employment and income generation, the “Park” can illuminate the once shadowy port, as well as the coastal areas of Zone lll to lV. The “Park” can paint the City more colors. And it can fashion a more vibrant night life. This would indisputably transform Cadiz City into a night life destination.


The question is: How can this proposal probably come into reality? Do we have sufficient budget for the lucrative project? I understand that this park construction no doubt costs much.


The answer is: Let the investors build and operate./*

Cadiz ranks 3rd in Panaad ’09 Folk Dance Competition

The 12 members of the Philippine Normal University folk dancers that represented the City of Cadiz during the Panaad sa Negros Festival 2009 Folk Dance Competition, romped off third place in Maria Clara division last April 23 held at the Panaad Park and Stadium in Bacolod City. They were the grand champion in 2008 Folk Dance contest in the same category.

Silay City garnered the first place and received P25,000 and a trophy. They also obtained the Best in Costume Award. Sagay City bagged the second place and brought home a cash prize of P20,000 and a trophy.

The Cadiz dance troupe, gracefully danced to the music of Polka Espanola, was trained by Dr. Randyll Villones, MDT choreographer and Artistic Director of the Philippine Normal University.

Cadiz to put up info center, hold masthead making tilt

The City Information Office of Cadiz City will set up the Cadiz Information Center during the 42nd Charter Day Anniversary on July 1-4, at the corner of Abelarde – Cabahug Streets, Cadiz City, with the “Masthead Making Contest” for the Cadiz Bulletin publication on July 4.

The Cadiz Information Center will be a drop-off center for both local and international tourists, including media people, who will be needing information about Cadiz City and its relevant data, as well as daily updates and schedules/ press releases of the activity.

The “Masthead Making Contest”, open to all potential high school and college students in Cadiz, will determine the official nameplate for the newly-innovated Cadiz Bulletin. Its first use of new masthead will begin on August, this year.

Artists and/ or students can adopt and/ or create any style or idea for the masthead, provided the masthead concept or artwork must carry the name of the Cadiz Bulletin.

They can use any medium and/ or utilize a maximum of three (3) colors: yellow, blue and green. However, entry must be executed on a 8.5 X 11 size of short bond paper.

Winning entry will receive P1,000.00 cash prize, while the five finalists will romp away P200.00 each.

Final judging and awarding of winner will be on July 4, 2PM, at the Cadiz Information Center.

Deadline for submission of entries will be on July 3. Acceptance of entries will start on June 15.

Cadiz has new police chief

Police Chief Inspector Noel Mana-ay, a veteran police officer who completed his Bachelor of Science in Criminology course at the University of Negros Occidental-Recoletos, was named to succeed Chief Inspector Jefferson Descallar as police chief of Cadiz City Police Station last May 4.

During the turn-over of command ceremony, City Mayor Salvador G. Escalante, Jr. and Negros Occidental Police Provincial Office (NOPPO) Director PSSUPT Manuel Felix turned over the unit symbol to Mana-ay, a 50-year-old father of three, who was the chief of Police-Community Relations section of Bacolod City Police Station before he assumed Descallar’s post.

Mana-ay, who began his career as an operative of BPS in 1991, also served as station commander of Bacolod City Police Office stations 1, 3 and 6; provincial chief of PNP crime laboratories in Cebu, Dumaguete, Negros Occidental, Iloilo, Aklan and Davao; and an operative of the Drug Enforcement and Intelligence Units of BCPS.

Currently taking Master in Public Management at the USLS-Bacolod, Mana-ay is a native of Brgy. Ma-ao, Bago City.

With the City Mayor’s assurance that he is giving his 101% support to the City’s new police chief, Mana-ay expressed to try to do the best he could to give way to community-based policing which involves rapid response, random patrolling and reactive investigation./*

Cadiz Pavilion: The Panaad's People’s Choice Awardee

Cadiz Pavilion is this year’s sole recipient of the People’s Choice Awards when it has drawn more visitors, including local and international tourists, during the 16th Panaad Sa Negros Festival 2009 last April 18-25 at the Panaad Park and Stadium in Mansilingan, Bacolod City.

The Pavilion has registered an estimated average of 1000 buyers, picture–takers and day-trippers every day. They were mostly teen-agers and families. A lot of individual sightseers, including Koreans, Germans, Norwegians, Dutch, Americans and Canadians, were also spotted in the area.

Most of the visitors thronged to the booth to take pictures along with the pavilion’s mechanically moving replicas. These included the giant crab, killer whale, monkeys and Dinagsa (ati-atihan) warriors. But kids were just attracted to the lion’s head planted on the center ground.

Some of them took time to buy export quality dried fish and other marine products that Cadiz is famous for. Several others had Henna tattoo in themselves by the Cadiz Tukib artists and sipped the truly juicy Cadiz Sugarcane Juice by the Transform ARB Producers Multi-purpose Cooperative of Brgy. Magsaysay in Cadiz.

The most-visited Pavilion is of the “under the sea” concept. It is an artistic mock-up of the living sea creatures, reefs and seaweeds, with the animated giant sea turtle in the interior. An array of world-class quality shell products also added push to the vibrant pavilion’s inner section.

On the other hand, Mayor Salvador G. Escalante Jr. personally greeted Pampanga Congressman Juan Miguel Arroyo when the Presidential Son visited the Cadiz Pavilion during the opening of the 16th Panaad Sa Negros Festival 2009 last April 18. Cadiz taekwondo, chess teams reap medals in Panaad ‘09

Known for being disciplined and determined in pressing on towards the goal and gold, the Cadiznon sports competitors had once more earned medals in the taekwondo and chess tournaments in the recently-concluded Panaad sa Negros Festival 2009.

Be it a game of a combined combat technique and self-defense or a game on a square checquered chessboard, the sportspersons of the city’s taekwondo and chess teams had proven their prowess in said sports by garnering three (3) gold medals, four (4) silver and four (4) bronze for taekwondo and two (2) silver for chess.

In taekwondo, Chryss Ryan Sanes, Novemae Delos Santos and Nesjoy Abarquez earned gold in Group 1 (under 11 years old), Group 5 (Under 12 years old), and Welter Weight Divisions individually; Zoe Marie Bacomo, Frenzet Meliz Sumugat, Elexis John Oyad and Michelle Ann Roncesvalles got silver in Groups 1 and 4, Welter and Fin Weight Divisions correspondingly; and Justine Constantino, Pauline Roane Morales, Rommel Tabia, Jr. and Marijo So obtained bronze in Groups 2 and 4 and Bantam Divisions separately.

In chess, with Ms. Pressyl Paguntalan as the coach, on the other hand, Kristel Shayne Herrera of SPED Training Center reaped a silver medal in the individual under 13 girls category and ranked 5th runner up in team category with partner Pearlene Calibo who is also from SPED while Carissa Marie Diaz and Alyanna Sofia Benedicto placed 13th runner up in the same category. Cadiz A team under 13 boys category, composed of Jan Danielle Magalona and Noel Moses Batislaon of PNU, received silver medal for ranking 1st runner up, outperforming more than a hundred players coming from the rest of the 12 cities and 19 municipalities in Negros Occidental.

Furthermore, SPEDians Justin Cruta and Karl Mitchell Gendrala placed 6th runner up while Cygeorge Hidalgo, Nathan Skye Ditching, Frenz Adrian Sarabia and Vincent Paul Castor, all from SPED Training Center, placed 15th runner up. For the under 18 boys and girls categories respectively, Kurt Michael Gendrala of SPED High School and partner Jubert Paul Merabe of Dr. Vicente F. Gustilo Memorial National High School placed 7th runner up, while Arlene Abonales of Special Science and Technology Class (SSTC) and Jireh Joan Tolentino of SPED High School positioned to 9th runner up./*

Cadiz entry wins Panaad 2009 Latin Dancesport Competition

Cadiz City dancers John Ray Alipar and Shandel Revalez bested 24 other contestants from different cities and municipalities of Negros Occidental, in the Latin and Juvenile Dancesport Competition held at NOMPAC gym, last April 22, in celebration with the 16th Panaad Sa Negros Festival 2009.

Eighteen-year-old John Ray Alipar, who was also the grand champion in Panaad Sa Negros 2008 Latin Dancesport Competition, received a cash incentive of P15,000.00. He shared the winning amount with Revalez.

Other winners were: Isabela, 2nd place; Binalbagan, 3rd place; Bago City, 4th place; Valladolid, 5th place; and Sagay City, 6th place. Isabela and Binalbagan received P10,000.00 and P7,000.00 respectively while Bago City, Valladolid and Sagay City got P2,000.00 each.

Michael Angelo Marquez and Stephanie Sabalo, Panaad Champions in Dancesport Competitions last 2004, 2005 and 2006 also graced the occasion. They presented a dance number.

Members of the board of judges were: Harold Dalumpines, president of Dancesport Federation of Western Visayas, Inc; and spouses Ronnie Steeve Vergara and Charlea (Chanda) Lagaras, 3-time champions of the Philippines Dancesport Competition and represented the country in the Asian Dancesport Championship in 2003 and World Games 2009 in Taipei.

Cadiz: 2nd place in Panaad 2009 Pop Idol Tilt

Out of the ten finalists vying for the most prestigious award in the 4th Negros Pop Idol Competition, Sharadyl Revalez of Cadiz City, bagged the second place and received a cash prize of P10,000.00 last April 20 at the Panaad Park and Stadium in Bacolod City.

Revalez, 16, who sang the Tagalog song "Bituing Walang Ningning" and English song "Voice Within", placed second to Grand Champion Jessa Luntayao of the Municipality of Hinigaran. Luntayao received a cash prize of 15,000.00 and Berliza Pasinabo of Himamaylan, 3rd place, received P7,000.00.

Other finalists who were given a consolation prize of P5,000.00 each were Anecito Sardon of Isabela, Tricia Soque of Bago City, Jessmar Acosta of La Carlota City, Reinbert Estacion of Moses Padilla, Ricarido Vacarro III of Silay City, Lara Joy Gonzales of Sagay City and Kezia Christine Dieta of Manapla./*

Cadiz, Panaad top grosser

The Cadiz Pavilion has been awarded as the sole Top Grosser under P600K and above category during the duration of the 16th Panaad Sa Negros Festival 2009 last April 18-25, with the gross income of P678,284.00 for 8 straight days.

San Carlos City topped in the Top Grosser under P500K and below category, with gross sales of P 577,707.00; second place went to the municipality of Calatrava, P180,750.00; and third place, municipality of Manapla, P161,303.00.

The gross sales gained mostly from export quality dried fish and other marine products, and sugarcane juice that Cadiz is famous for./*

Dr. Dignadice installed as new DepEd Chief

DepEd Regional Director of Region VI Mildred L. Garay formally installed Dr. Xz B. Dignadice, Ph.D, as the newly appointed Officer-in-Charge of the City Schools Division Superintendent and Dr. Neri Anne Alibuyog, Ed.D, as Assistant Schools Division Superintendent in Cadiz City held at the Escalante Building, Cadiz East Elementary School last March 27.

Dr. Dignadice, 61, was formerly assigned in Iloilo City as Assist. Schools Division Superintendent since 1999 prior to her new appointment in Cadiz. She finished her course in Bachelor of Science in Elementary and Secondary Education major in Filipino at the University of Iloilo. She earned her Master of Arts in Education major in Administration and Supervision in the same university. She graduated her doctorate as Doctor of Philosophy major in Educational Management last March 1991.

A workaholic, dedicated and hardworking superintendent said “you can wake me up even in the middle of the night to sign any documents but see to it that those documents are legal and proper”.

On the other hand, thirty five years old Dr. Neri Anne Alibuyog was the Education Supervisor I in Filipino from 2007-2008. She was the Elementary School Principal I in Dr. VF. Gustilo Elem. School from 2002-2004 and Tagbanon Elem. School last 2004-2007.

Cadiz is art, says artist Becaro



Cadiz has prided itself as John Becaro, a resident of Cadiz who successfully broke in the world of digital art both in Manila and abroad, recently conducted a two-day art workshop on comic art, including penciling and coloring, last April 7-8, at the SGE Building in the Cadiz East I Elementary School.

Sponsored by Mayor Salvador G. Escalante Jr., the art lecture registered a total of about 140 students from different schools within Cadiz. It was also in cooperation with the City Tourism Office, City Cultural Office, Delta Omega Fraternity, Tukib Group of Artists, Lapis Ko To and the Guhit Pinoy.

Becaro, who graduated Bachelor of Fine Arts at La Consolacion College – Bacolod and is now a professional comic artist/ creator and international concept illustrator, expressed that a lot of people in Cadiz are potentially talented. “What is lacking is the opportunity to discover, develop and improve them’, he said.

City Treasurer Delina retires



City Treasurer Feligande Manapsal Delina feels fulfilled and accomplished as he is retiring from public service on April 17, this year. He has rendered almost 37 years with the City Government of Cadiz.

However, the Civil Service Commission Central Office in Manila has yet to approve the request for his 6-month extension as of this writing. The request is made by Mayor Salvador G. Escalante Jr. for an exigency of public service.

At 65, Delina has served the City from January 1, 1972 to April 17, 2009. He started working as Voucher and Journal Clerk to Accounting Clerk, Assistant Land Tax Clerk, Senior Revenue Collector, Administrative Deputy up to Assistant City Treasurer.

He has just earned these remarkable performances and promotions due to his being strong and dedicated. Delina was a graduate of Bachelor of Science in Commerce major in Accounting at the former West Negros College, now a West Negros University in Bacolod City. He earned his Master in Public Administration at the University of the Philippines in the Visayas.

His first wife was the late former Melinda Retirado who was also working as Assistant to the City Government Department Head - I of Cadiz. They were blessed with three children, Melfi, Feligande Jr. and Roderick.

He was re-married to Miss Leova Mabugat Chavez of Tiglawigan, Cadiz City. She is a Master Teacher of Tiglawigan Elementary School./*

Cadiz Booth: Finalist for Panaad's Best Destination Pavilion 2009



The Cadiz Booth has been chosen as one of the eight finalists under the city category of the most prestigious annual search for the Best Destination Pavilion 2009 of the on-going 16th Panaad Sa Negros Festival 2009.

According to Jennylind Cordero, Provincial Tourism Officer and Panaad Secretariat head, other finalists include the cities of San Carlos, Sagay, Escalante, Silay, Talisay, Bago and Sipalay. Cordero added that the final judging will be done on Tuesday to Wednesday, April 21 - 22.

The criteria for the final round are: Physical Attraction and Presentation (design and concept, character and creativity, originality and uniqueness, landscaping, and cleanliness of booth surroundings) is 65%; Marketing and Promotion Value (emphasis on local tourism attractions, use of audio-visual materials, and availability of promotional materials), 25%; and, Level of Service/ People Manning the Booth (appropriate look and manner, and communication and efficiency), 10%.

During the elimination round, the criteria were: Physical Attraction and Presentation, 55%; Marketing and Promotion Value, 35%; and, Level of Service/ People Manning the Booth, 10%.

The Board of Judges consists of Franco Velas, Gilbert Marin, Ian Fresnido, Grace Marzan and Ma. Cora Tito.

Meanwhile, the Cadiz Pavilion is getting more visitors every day, making the area crowded most of the time. In fact, according to observers, the booth has been the most-visited since the opening of the Panaad Festival last April 18. There are international tourists who frequently visit and have themselves picture-taken. Most of them came from Germany, Norway, Netherlands, USA and Canada.

The most popular attraction that Cadiz booth offers are the three giant monkeys, a giant crab, a giant lion’s head, a giant killer whale and the Dinagsa (Ati-atihan) warriors. These replicas are all moving mechanically.

The booth also sells the Cadiz Sugarcane Juice like hotcake. Cadiz is the only producer of the juice invented by the Transform ARB Producers Multi-purpose Cooperative in Brgy. Magsaysay, Cadiz City./*

CSC conducts National Worker’s Congress



The Civil Service Commission led by its Chairman Ricardo L. Saludo and the Public Sector Labor Management Council held a National Worker’s Congress with a theme “Public Sector Union towards Institutionalization of a Citizens’ Charter” at SMX Convention Center, Mall of Asia, last March 23.

About One thousand seven hundred government employees’ union leaders, both local and national government-owned corporations and state colleges and universities, participated in the congress. Likewise CCGEU Vice president-internal affairs Celina Z. Ibanez, BOD Belinda Napoles and HRM officer Wynnefredo Acevedo also attended the forum.

Keynote speaker CSC Chairman Ricardo Saludo talked on the Partnership in government and advancement of workers in the government service and its priorities for 2009-2011 which is the formulation of strategies in promoting the Service, Integrity, Morale and Development Impact (SIMPACT) among public servants. ”These are the core values of the civil service that we shall build together for the next 3 years and beyond”, Chairman Saludo said.

He stressed that in order to uplift the morale of the workers the CSC strongly endorsed the increase of salaries under the Salary Standardization Law (SSL 3) and other benefits in the congress. He announced that Pres. Gloria M. Arroyo has signed P20 billion budget appropriations for the first phase of SSL3 which will take effect on July 2009.

Resource speakers of the congress were DOJ Secretary Raul Gonzalez, who tackled on the overview of the National Workers Congress; Presentation of Regional Workers Consultation reported by different sectors, DOLE Secretary Marianito Roque spoke on the Government Initiatives and Support for the Workers in these Challenging Times, DBM Undersecretary Laura Pacua , presented the Manifesto of the Support on the Passage of Salary Standardization Law III and DOJ Secretary Margarito Teves./*

City Mayor Salvador G. Escalante Jr. has recently created a Documentation Team for the special coverage during the 16th Panaad Festival 2009 on April 18 - 25, 2009 in Bacolod City, Philippines.

The Team members are personnel of the City Information Office. They are Celina Ibañez, MC Jesiree Monteposo, Erwin Mabugat, Henry Barilea Jr., Rodolfo Candilado and Helen Benedicto.

The Team is tasked to cover and gather data for documentation purposes, including daily production of press releases.

City Tourism to chair Panaad 2009 Committee

City Mayor Salvador G. Escalante Jr. recently issued an Executive Order N0. 001 Series of 2009 appointing Senior Tourism Operations Officer Juanily Pedrosa as Over-all Coordinator for the 16th Panaad Festival 2009 on April 18 – 25, 2009 in Bacolod City, with Cadiz City Tourism Council as in-charge of the Secretariat, Usherettes, Receptions and Tourism Promotions.

The Mayor also designated City Information Office as official documentor for the special coverage, including daily production of press releases during the duration of the festival. The documentation team consists of Celina Ibañez, MC Jesiree Monteposo, Erwin Mabugat, Helen Benedicto, Henry Barilea Jr. and Rodolfo Candilado.

CASAMA: Outstanding Inter Local Health Zone in Region VI

The Department of Health in Region VI, Center for Health and Development has awarded the CASAMA Inter local Health Zone comprising three LGU’s (Cadiz city, Sagay City, and Municipality of Manapla) as the Outstanding Interlocal Health Zone for 2008 bested other six nominees during the yearly Search for Outstanding Inter Local Health Zone of the Department of Health, in Iloilo City.

The award was made possible through the dynamic and oriented reform leadership of Cadiz City Mayor Salvador Escalante Jr.; Sagay City Mayor Alfredo Maranon Jr; Mayor Manuel Escalante of Manapla; Dr. Ma. Girlie Pinongan, Chief of Cadiz District Hospital; and, Zonal Action Officer supported by the members of the zone technical working group.

The group had implemented the health advocacy campaign to priority barangays of three LGU’s on diseases occurred on rainy season, allocated 165,000 filter cards for Newborn Screening Program, allocated 100,000 as seed capital for the operation of CASAMA Inter local Health Zone Pharmacy, conducted Surgical-Dental Mission in priority barangays in Cadiz, Sagay and Manapla; conducted surgical mission in cooperation with Alfonso Yuchengco (AY) Foundation; launched the search for Outstanding Barangay Health workers within the zone; conducted symposium in celebration with International Year of Sanitation and organized 2nd Maternal Death Review Team.

Cadiz City District Hospital is the only hospital in the region that actively implements the DOTS Program./*

That’s how City Mayor Salvador G. Escalante Jr. foresees Cadiz in years as he initiated the 1st Basura Summit 2009 last March 3 at the Laura Seafront Beach Resort here.
According to Mayor, the summit aimed to awaken the local religious sectors and get them involved in all government programs on environmental protection and solid waste management. It was also to eliminate the sectarian attitude of the church leaders.
The one-day symposium tackled the focal issue on the implementation of R.A. 9003. Mr. Elmer Espeja, project officer of the Provincial Environmental Management Office, advocated on the Climate Change and Key Features of R.A. 9003.
Mr. Cesario Juele, Consultant for CMO, presented the LGU Solid Waste Management Plan of Action for 2009.

Engr. Jimel Lopez, Consultant for SWM, along with Mr. Juele, talked about the Overview of Problems in the Implementation of R.A. 9003.
Open forums and workshops for SWOT analysis and the role of each sector in the implementation of R.A. 9003 were conducted immediately every after discussion./*

CIO throws farewell pary for "Sir Rudy"

Kind words from the heart, tears of gratitude and joy, laughter, fun, surprises and heart-touching songs filled the evening of February 23 at the City Information Office as the CIO family threw a memorable ‘Thank-You-Sir-Rudy-Party’ for Mr. Rudy Vargas as he leaves his public life after serving the City for 44 years as City Government Department Head - 1.

Attended by Sir Rudy’s family members including his wife, children, grandchildren and sons-in-law; and, close friends, contemporaries in public service, office personnel and other invited colleagues; the party was packed with surprises and greetings from distant friends here and abroad. Beads of tears fell from Sir Rudy’s eyes as his CIO family read a letter of thanksgiving for him and collectively sang two of his life songs.
Hosted by this writer, the evening was similarly highlighted by greetings over the video from two of his contemporaries in the office in the persons of Mrs. Mildred Terencio, retired Information Officer II and Mrs. Dolores Ranile, retired Senior Tourism Operations Officer.
Having been blessed with 44 fruitful years as a public servant, Sir Rudy, in his words of response, expressed his gratitude to the LGU especially to City Mayor Salvador G. Escalante, Jr. for trusting and giving him the opportunity to bloom where he was planted. He added that the best thing he learned throughout his entire service is to value people, praise effort and reward performance./*

Cebu City extends P1M aid to Cadiz

CEBU CITY Officials turned over a PI Million check to City Mayor Salvador G. Escalante, Jr and City Vice Mayor Samson C. Mirhan last February 4, 2009 in a ceremony held at Cebu Sangguniang Panlungsod Hall.
Nine months ago, super typhoon “Frank” mercilessly whopped Cadiz leaving 48 fishermen dead, 82 persons missing and many seriously wounded. Massive damage to agriculture and crops was estimated to have reached 195 million pesos; the fishing industry suffered a shattering loss of almost 80% due to wrecks of fishing vessels and incapacitation of the fishermen.
Neighboring provinces were astounded with the fate of the Cadiznons that they too have felt a compelling sentience which moves them to a sense of commitment.
Cebu City officials headed by City Mayor Tomas R Osmeña and City Vice Mayor Michael L. Rama extended a financial assistance to the City of Cadiz in the amount of One Million Pesos. The check “is intended to provide assistance to the victims particularly to the widows and the families of those who perished”.
The Sangguniang Panlungsod of Cadiz City in its regular session assembled on motion of Councilor Wilfredo F. Cervantes which was duly seconded en masse enacted SP Resolution No. 2009-09 expressing gratitude and appreciation to the City of Cebu, thru its city officials headed by City Mayor Tomas R. Osmeña and City Vice Mayor Michael L. Rama for extending assistance to the City of Cadiz in the amount of One Million Pesos for the victims of typhoon “Frank”./*

Dynamic Coop holds General Assembly

More than five hundred government workers attended and received their dividends during the 13th General Assembly of Cadiz City Government Employees Dynamic Multi- Purpose Cooperative with a theme “Soaring on High at 13” held last February 14 at Drilon’s Covered Court in PNU Campus.

City Vice Mayor Samson Mirhan congratulated the officers and members for having a strong organization, financial stability and has achieved a net surplus of 5 million pesos. Being a very successful cooperative, he encouraged the cooperators to help the small cooperatives to be more self-reliant and economically developed.

Guest Speaker Councilor Roy Vijandre, SP Chairman of Committee on Cooperative, said “soaring high at 13 is a breakthrough to the cooperative movement. It has already penetrated the local markets as one of the providers of consumer’s goods and productive services to each member. These are good indicators of a genuine cooperative making all your members become self-reliant.”

On the other hand, the Top Ten Capital Share Holders for 2008 were Dr. Merle Jane Regalado with 112,428.93 share capital; Cristina Wong - 103,345.84; Ferdinand Quirao - 60,599.30; Guillermo Replentes - 60,522.28; Enrique Escares, III - 55,893.64; Mary Grace Bedayos - 54,742.,52; Mary Rose Zamora - 52,934.49; Gladys Digna Escares - 52,246.39; Edilberto Arcenia - 51,902.50; and, Jessica Wong - 51,630.36.

Pastor Rabina, 59

A famous writer, composer, preacher, singer and a public servant Pastor Primo Ruiz Ravina who succumbed to cardio pulmonary arrest secondary to far advanced pulmonary tuberculosis died last January 14, 2009 at St. Anne District Hospital. He was 59. Pastor Ravina had been suffering from respiratory illness for 4 years since 2006.

His greatest contribution was the composition of Cadiz Hymn ‘Dakbanwang Nalulutan’ which won during the songwriting competition last January 1995 and became the official city hymn through SP resolution in 1998 and is now sung in all public and private schools all throughout the city. The song was originally sung by Ely Mayo Diola , Ruben Demonteverde, Pastor Ravina and Noel Magbanua who also arranged into 4 voices and accompanied on his keyboard by Jun Torreverde.

City Mayor Salvador Escalante Jr. bestowed him a Posthumous Award in recognition of his superlative artistry and lasting contribution to the city as composer and lyricist of Cadiz City Hymn “Dakbanwanmg Nalulutan” and for his illustrious achievement in successfully bringing honor to the city as four time champion in “Search for Ilonggo Traditional Composo Competition” from 2001 to 2004 and two time champion in Pop Songwriting Competition at the PANAAD sa Negros from 2001 to 2002. He also won second place in Composo Songwriting Contest in the recently concluded PANAAD sa Negros 2008.
Ravina, who has a deep concern for the church and for the community, composed several Christian and secular songs for the people of Cadiz. He organized a group known as SIGLO. A musical tribute reminiscing all his songs was launched at the Cadiz Evangelical Church last Jan. 22, 2009.
Pastor Ravina had served the government for 34 years. He was the Administrative Officer IV at the City Budget Office when he died.
Nissi, his daughter, described him as the best father she ever had. She said “He has not given us so much wealth or material things but he always gives us words of wisdom to live a righteous life and to be led by the word of God. His favorite verse is “Whether we live or die we are the Lord’s”, she added.
Pastor Ravina is survived by his wife Doren Millona and seven children; May Ann, 3rd third year commerce student; Jireh, 32 Motocross rider who ranked no. 3 for the whole Negros Motocross Competition. Nissi, 30, graduated Magna cum laude for the degree of Bachelor of Science in Theology; Nash, 26 fourth year at PNU taking up Secondary Education; Ivy Glee, 23, graduated her Stewardship in NONESCOST; Grace Dee, 22; and, Rophe Dee,19, both studied Business Administration at North Negros College./*

Cadiz Mayor Bading opens Dinagsa 2009, Bobucad Tribe regains title



Mayor Salvador G. Escalante Jr. opened the 35th Dinagsa Festival 2009 competition last January 25 at the Dr. Vicente F. Gustilo Memorial National High School, as the Bobucad Tribe bagged off the grand prize award when it bested 7 other contenders.

Bobucad romped away with a P50,000.00 cash plus trophy. It also obtained the Best in Sound and Best in Performance awards. The tribe is an entry from Barangays Bonifacio, Burgos and Caduhaan.

Second place award went to Bulawanon Tribe who received P40,000.00 cash plus trophy. It was likewise chosen as Best in Costume. The tribe comes from a cluster of Barangays Tinampaan, Zone 3 and Mabini.

The last year’s champion, Yab-Yab Doongol Tribe of Barangays Zone 5, Cadiz Viejo and VF Gustilo, settled to third placer. It got P30,000.00 cash plus trophy. It was also declared as Most Disciplined.

While the Tibanda Tribe of Barangays Tiglawigan, Banquerohan and Daga, landed fourth place; and, Querosan Tribe of Barangays Zone IV, Luna and Sicaba, fifth place. Each was given P25,000.00 and P15,000.00 cash plus trophies, respectively.

Other contesting tribes included the Majeca Tribe of Barangays Cabahug, Magsaysay and Jerusalem; Tambon Tribe of Barangays Zone I, Zone 2 and C Villacin; and Hitalon Tribe of Barangay Zone VI.

Fil-German adjudged Ginoong Cadiz 2009




A Filipino-German Fred Eisenman outwitted other nine candidates when he won the Ginoong Cadiz 2009 title last January 21, 2009 at the Don Bernardo L. Benedicto Community Center, Cadiz City.

Fred, 17, comes from Bacolod City and is a student of System Technology Institute (STI). He also bagged the Best in Interview, Mr. Talent and Mr. Negros Navigation awards.

Dexter Montalbo landed First Runner-Up who also received the Best in Swimwear and and Mr. Body Form awards. Darwin Calaguing, Second Runner-Up and Best in Resiklo;

Eric Bacomo, Third Runner-Up; and, Michael Angelo Sardual, Fourth Runner Up. Michael also got the Best in Formal Wear.

Mr. DAKI awards went to Joe Arvy Natan.

Other candidates consisted of Rian Gumban, Christian Liboon, Bejien Tanguan and Michael Acumabig.

The pageant’s chairman was Edgardo Barilea and the director was Erol Jane Bandiola. It was in cooperation with the Dr. Vicente F. Gustilo Memorial National High School./*

PNU stude crowned Dinagsa Queen 2009



Sixteen-year-old Camille Angelie Zaragoza of the Philippine Normal University - Center for Teaching and Learning was crowned Dinagsa Queen 2009 during the pageant and coronation night last January 23 at Don Bernardo L. Benedicto Community Center, this city.

Camille, a fourth year high school student from PNU who stands five feet and six inches tall, was also chosen as Best in Repartee and received a cash prize of P20,000, a sash and a trophy. She was the lovely daughter of Jude and Gina Zaragoza.

Rosebelle Reubal from Barangay Magsaysay reaped the title of Ambassadress of Tourism and received a cash incentive of P15,000. Irene Cayapado of Barangay Daga acquired the Ambassadress of Peace. She also obtained the Miss Photogenic, Face of the New Placenta, Best in Evening Gown, Miss White Castle awards. She received P10,000 and P1,000 each for minor awards.

Aiza Grace Jacildo was the First Runner-up and Rusha Ahmad Mustafa of Purok Hitalon got the Second Runner –Up. They received a cash prize of P5,000 each.

Aiza Grace, who has vital statistics of 34-24-36 bagged the Best in Swimwear and Miss Body Beautiful awards, while Rusha Ahmad Mustafa garnered the Miss Coca Cola and Best in Mythical Bird.

Other candidates were Andrea Michelle Escanuela, Jessa Joy Calaguing, Mirabel Salcedo, Nariko Elizabeth Hikata and Mickey Rose Genon. Candidates were given a seed money of P10,000 each.
