Cadiz City Government observes Civil Service Week

City Mayor Patrick Escalante together with the local officials spearheaded the culmination of the Civil Service Month Celebration participated by more than 700 permanent employees held at RC Beach Resort, Brgy. Daga, last September 24, 2010.

Mayor Escalante thanked all the department heads, city officials, and the Cadiz City Government Employees Union for their all out support and participation to the success of the civil service month culmination program.

This year’ celebration marks the 110th CSC Anniversary with a Theme “R.A.C.E. (Responsive, Accessible, Courteous and Effective Public Service) to serve.

Escalante opened the cheering contest, interpretative dance and parlor games with symbolic rites of releasing the balloons.

CCGEU President Brigida Manguino while the balloons are released said “as the balloons rise up higher in the sky we think of the aspirations, goals, ambitions, and renewed hope. Let us all aim high… for excellent performance as civil servants, for God’s power to fill us so we can do great things, for a responsive and accessible service providers to our community, for a team who works hand in hand and for a society of government workers with high morale.”

On the other hand, out of nine participating teams, the City Administrator’s Office, City Legal Office and Market division (ALM) got the champion in the cheering competition. Atty. Michael Borromeo received cash prize of P4,000.00 and trophy. The City Health Office bagged the second place with P3,000.00 and trophy, third place was captured by the Sangguniang Panlungsod. The City Budget Office got the 4th place and the fifth place was taken by the City Treasurers Office and City Mayors Office. Third place to fifth place winners received cash prizes of P2,000, P1,500.00 and P500 each, respectively.

The City Assessor’s Office was adjudged as the Model Office of the year followed by the City Budget Office and the City Administrator’s Office. Rosemarie Alicante from the CHO team awarded as the Best Cheerleader of the Year. Interpretative dance winners were City Health Office, first place, and the Accounting Office, second place.

Members of the board of judges in cheering contest were Rex Lacson, PE Teacher and choreographer; Josephine Basico, English teacher of HIA; and Romeo Pantaleon, principal of Villacin National High School. While judges for the Interpretative dance were Runa Barbas, teacher from SPED training center; Rex Lacson; and Councilor Denia Puey Hinolan.

Cadiz ranks third in National Literacy Award

In support to the national government’s commitment to achieve the United Nations’ goal of reducing adult illiteracy by 50% in 2015 and consequently improve the life of Filipinos, City Government of Cadiz has successfully implemented literacy programs and made it to the top three in the 2010 National Literacy Awards for Most Outstanding Local Government Units in component city category during the 2010 National Literacy Conference and Awards in Baguio City last September 8-11, 2010.

Hall of famer Tagum City in Davao Del Norte was the champion and received cash prize of P100,000 plus trophy and the second place went to Balanga City, Bataan Region III with P75,000.00 cash incentives. This year’s theme is “Community Development: A shared Responsibility to Society through Functional Literacy.”

Mayor Patrick Escalante together with Vice Mayor Samson Mirhan, DSWD Chief Elena Serenias, and City Schools Division Superintendent Dr. XZ Dignadice received the award worth P50,000.00 and a plaque during the awarding at the Teachers Camp in Baguio City.

The city’s winning points in the Outstanding Literacy Programs are the call center trainings where hundreds of youth and adults availed and enabled many of them to work in call centers, also encourage companies to set up their centers in the city. Rescue and Disaster risk reduction trainings and workshops in different barangays, a rescue center complete with facilities and staff (all volunteers) responds to emergencies and disasters even in the remote Barangay. Partnership with PNOC in transforming marginal lands into Jatropha plantations to produce biofuel including trainings of farmers on Jatropha planting, where 1,000 farmers from a cooperative have integrated the technology in the farmlands and consequently earned from sales of Jatropha seeds.

Mayor Escalante proposes P556M budget for 2011

City Mayor Patrick Escalante recently submitted to the Office of the Sangguniang Panlungsod for legislative authorization his proposed annual budget for 2011 in the amount of P550,912,545.00 for general fund and P5,100,000.00 for Economic Enterprise Fund.

The proposed budget for the Operation of Economic Enterprise (operation of markets) shall be sourced out from the estimated receipts of P2,000,000.00 cash tickets,P2,000,000.00 stall rentals, and P1,100,000.00 as subsidy from the General fund.

Mayor Escalante described the thrust and orientation of the 2011 budget as “sustaining the momentum” with a direction that is supportive to what has been started by the past administration in making Cadiz City as gateway and premier center in the agro-fishery resources in Negros Island and to transform the city into a major entry point with an integrated agricultural and fishery program components.

The chief executive also informed that we are one of the few local government units that are able to implement the second tranche monthly salary schedule based on the Salary Standardization Law (SSL II) for second class cities on January 2011.

According to City Budget Officer Vicente Napoles, the implementation of salary increase in 2011 has posted a raise of 16% in the amount of P 32,786,71.00 in the annual budget. The hazard pay of health workers, which will be based on their current rates of salary, has an additional appropriation of P1,957,533.00 also increase by 20%.

Around 272 million will go to general services, 143 million is allocated for economic services, 68,749,000 for social services and 66,993,000.00 million intended for other services. Some of the program appropriations for 20% development fund are the construction of City Government Employees Development Center at BLISS Area, Brgy. Daga - P5,000,000.00, financial support to cooperative project - P500,000, financial support to GMA program for fisheries - P500,000.00, Bantay Dagat Protection program 300,000.00, Coastal Fishing Resource Management program - P300,000.00 and Rural Road network Dev. Program - P2,000,000.00.

Under the personal services, the monetization of leave credits has an allocation of P5,591,181.00, Longevity or Loyalty pay P1,403,000.00 and 1.5 million allotted for the scholarship grant.

The city’s budget depends mostly on the Internal Revenue Allotment (IRA) from the national government./*

CHO conducts environmental, sanitation consultative meeting

In order to correct the discrepancies and systematize the reporting scheme to a more reliable data on health and sanitation status, Environmental and Sanitation Section of the City Health Office spearheaded by its section chief Erna Locsin conducted a consultative meeting last October 1, 2010 at the Nutrition Center, in Cadiz City.

The meeting which was also facilitated by Mary Ann Sancho, CHO Statistician; Marilyn Butas, PHN II; and Maribel Demonteverde, SI II, was attended by nurses, midwives, sanitary inspectors, barangay nutrition scholars (BNS) in the 22 barangays.

Butas reported the various programs in immunization, pre-natal, iron and Vitamin A supplementation, while Locsin discussed on the actual and projected reports of number of households with sanitary toilet and water sanitation.

The BNS were advised to correlate their reports with the sanitary inspectors and to consolidate the number of population and households in its barangay.

City Nutritionist ­ Rosario Bacabac instructed the group to have a barangay profile signed by midwives prior to its submission to the CHO in order to achieve an accurate and effective survey.

A concern regarding the households with sanitary toilet and an alternative means if the household cannot afford to construct sanitary toilet, was emphasized by Locsin and Demonteverde. They advocated the sanitary way of managing human waste and encourage the individuals to observe cleanliness at all times.

The sanitarians played a vital role in the control and prevention of diseases through health education for the promotion of health and well being of a person./*

Cadiz City delegation champs of Bocce tourney in Brunei

The Philippine team represented by a group of mentally impaired (MI) children from the SPED Training Center in Cadiz City headed by City Schools Superintendent Dr. Xz Dignadice, got the over-all champion to the 3rd Special Olympics Asia Pacific Bocce Competition held in Brunei Darussalam last September 30 - October 3, 2010.

The Bocce competition which is similar to bowling is aimed to help the individual with intellectual disabilities to be more confident and lead healthier and productive lifestyle as well as becoming respected members of the society through sports training and competition.

The three mentally impaired children who got three golds in single event were Lizamel Dayon, Mc Merril John Derrama and Evangeline Sembrano. While John Brian Menosa garnered the bronze medal; Andrea Descalsota acquired fourth place; and Jandel Abonales landed on the fifth place.

In double team event, the group through Lyn Rabuya, playing coach and regular player Liza Mel Dayon and John Brian Menosa captured three gold medals; Mc Merill Derrama and Evangeline Sembrano obtained 2 silver medals; and, Andrea Descalsota and Jandel Abonales received bronze medal awards.

The Cadiz team who got the champion in the ‘First National Bocce Competition Presidents Cup 2010” at Amoranto Stadium in Quezon City last February 25-26, 2010 was automatically chosen to represent the country in Brunei. They outlasted the teams from 10 regions such as NCR North, NCR South, NCR Central, Davao Region, La Union, CALABARZON, Bacolod City, Iloilo City and Cebu City.

During the four-day event, the team successfully defeated the players from Singapore, Pakistan, Brunei A and B, New Zealand, Malaysia East and Malaysia West.

The team was accompanied by its coaches and trainors Armi Jarina, Noami Cabras, Lyn Rabuya, Dr. XZ Dignadice head of the delegation./*
