Mayor Escalante launches in-school feeding program
Based on the report, last year Cadiz City ranked number two (2) as to the number of malnourished children, but due to continuous feeding program the record shows that Cadiz City has decreased the number of malnourished children.
The city has appropriated 3.7M taken from the City general fund, 20% city development fund and adopts a school program fund to finance the PAT project for one year.
The children have been weighed and dewormed before the feeding and their weights were regularly monitored by the city health workers. They will be fed at least 3 times a week from Monday, Wednesday and Friday.
Under the program, the children will acquire incidental learning such as preparing the table, setting the table napkins, proper use of eating utensils, good manners, saying grace before meals, washing hands before and after eating and other practical values like sharing food with others. The parents are task to do the preparation and the cooking.
Program evaluation as to the increase in academic performance, children’s participation, rate of drop out and school children’s gain in weight will be conducted at least every three months./*
Cadiz sales tops in PANAAD 2011
FIVE-TIME winner since 2006 to 2010, the city’s consolidated sales has maintained its track record as the TOP GROSSER AWARDEE during the 18th PANAAD sa Negros Trade Fair and Exhibit last April 4-9,2011 and received a grand prize ofP50,000.00.
Consolation prizes were captured by Moises Padilla with total sales of P334, 145.00, Calatrava with P226, 720.00 and San Carlos City with P192, 316.00.
This year’s sales has increased to P746, 812.60 as compared to last year total gross sales of P699, 918.15. The most marketable among dried fish were Danggit, Locus, Bulao na Pinakas, Palad flakes, squid rings, stick fish, sapsap, fish tocino, tapa, linoan, dilis, uga balingon and tabagak.
According to the accomplished sales report of Jesus Diez and Shen Villena, Technology Livelihood Development Coordinators (TLDC) who managed the Panaad Trade Fair Display and selling area, the proceeds were taken from the seven dried fish vendors; Paulina Porras which has a total sales of P 265,405.50, Rodelin Revalez- P13,800.00, Jun Cotoner- P84,270.00, Marifi Espina- P74,910.00, Arlene Veloso- P97,930.00, Carlos Sancho- P141,985.00, cane juice of Transform ARB MPC- P36,536.00, Janette Deposoy’s ice cream- P25,636.00, and Printed T-shirts of Tukib Cadiz group of artists- P6,340.00.
Daily sales inventory were handled by the personnel of the Project Development Evaluation Division (PDED) under the Cooperative Division Unit of the City Planning Office.
Mayor Patrick Escalante congratulated the stakeholders and was grateful for their participation, support and cooperation and for consistently making Cadiz sales number one. He also thanked the athletes, contestants in cultural contest and Dinagsa Queen Angela Johns for winning the competition in spite of the city’s insufficient funds.
On the other hand, Paulina Porras entry of Fishcharon for the Pasalubong Delicacies won as the “Best Product Specialty Food”and bagged the ” Special Award of Excellence to Pasalubong Delicacies Producers” in the food category. She received P25, 000.00 for each award. She almost topped the criteria in Pasalubong delicacies which is 40% for Palatability, Nutritive Value- 30%, Packaging/presentation 20%, Pricing and costing 10%.
The PNU Makawiwili dance troupe, who danced with the music of La Jota Sevillana, got the champion in Folkdance competition, Maria Clara/Western Culture Influences Category. They were also awarded as the Best in Staging or Choreography and Best in Costume. The group was trained by PNU Prof. Randyll Villones who was also awarded as the Best Trainer. They received P50, 000.00 for the champion and P20, 000.00 for Best in Costume. The second place went to Binalbagan (Pitik Mingaw) and Silay City finished third place who danced with Andaluz-Iloilo.
Other winners were Latin Dancesport-Amateur Division Shandel Revalez and Jiemarck Bayon-on won First runner-up, while Bago City emerged as the champion and Silay City acquired the second runner-up. In Composo writing contest, which was sang and interpreted by Boyet Diola and composed by Rany Bariesses received consolation prizes. Tukib artist Boyet Onatin garnered the Best in Trophy Design./*
Angela wins first runner-up in ‘Lin-Ay Sang Negros 2011’

FOR THE FIRST TIME in more than ten years Cadiz bet Angela Joy Johns outshined 23 stunning ladies from different cities and municipalities, won the First runner up during the search for Lin-ay sa Negros 2011 before the jam-packed crowd at the Panaad Stadium in Brgy. Mansilingan, Bacolod City last April 8, 2011. She brought home cash prize of 40,000, sash, trophy and 75% scholarship for one year in any schools. She was also chosen as Miss Placenta 2011 and received P5, 000 worth of purchase for Placenta products.
Lin-ay sang Hinobaan Ann Marie Malayo was crowned Lin-ay sang Negros 2011 by Senator Jingoy Estrada and Lin-ay sang Negros 2010. She received P60, 000 a sash, trophy and 100% one year scholarship in any schools within the country .Early in the competition she received two special awards namely Best in Gown and Best in Swim wear. Rounding up to the top three finalists was Marie Catherine Abayon, Lin-ay sang Bacolod who garnered P20, 000, a sash, trophy and 50% one year scholarship in any school. She was also given the title as Miss Sunstar Bacolod, Miss Energy Development Corp 2011 and Miss SM City Bacolod.
During the final interview, Angela was asked about poverty reduction which stated that “the provincial government plans to give the entire neighborhood a piglet for each family to grow and sell for profit .The money that they earn will somehow help reduced poverty; however there is an opposition from most of them due to the issue of sanitation. What will you do?
She replied that “first of all I am a negrense and being a youth one way of helping the government is by advocacies and teaching other families about the Negros first plan. I will also inform other people that this will help in their livelihood and the sanitation issue will just depend on the recipients of the piglets. In supporting the programs of the governor, this could help improve the quality of life of the negrenses and it would give us the opportunity to be effective and become a progressive nation”. Her response was punctuated with thunderous applause from the audience.
Candidates who were included in the ten finalists were Lin-ay sang Candoni, Hinobaan, Pulupandan, Talisay, San Carlos, Cadiz, Bacolod, Victorias, Binalbagan and Silay City.
Other candidates who received the special awards were Lin-ay sang Binalbagan was chosen as the Miss Fit and Rite from Del Monte, Miss Princes of Negros Navigation and Miss Island Leading Channel; Lin-ay sang Candoni won the Miss Olive C and Miss Kapuso.
Miss Congeniality was garnered by Lin-ay sang San Carlos while Lin-ay sang Victorias obtained the Miss Super Ferry. Miss Photogenic was captured by Lin-ay sang Kabankalan. The Miss Body Salon went to Lin-ay sang La Carlota and Lin-ay sangTalisay reaped the Best in Fluvial Costume.
The pageant night was attended by provincial officials headed by Governor Alfredo Maranon, Provincial Board members, City Mayor Patrick Escalante, Vice Mayor Samson Mirhan, city officials, city mayors of other cities and municipalities and their officials, Senator Jingoy Estrada, judges and thousands of spectators./*
Door-to-door measles vaccination launched
The City Health Office through its nurses, midwives and health workers has simultaneously conducted a massive measles –Rubella Supplemental Immunization for children aging from 9 months old to 95 months and below eight years old that started from April 4, 2011 to May 4, 2011 in 22 Barangays.
The nationwide immunization program which dubbed as “Iligtas sa Tigdas ang Pinas” (Save the Philippines from Measles) was aimed to eliminate the circulation of measles virus in all communities throughout the country by 2012 and to achieve at least 95% Measles Rubella immunization coverage of all children from 9-95 months old.
Despite the success of the DOH campaigns against measles in 1998, Ligtas Tigdas in 2004 and Knock out Tigdas in 2007, outbreaks are being reported in some areas in the Philippines. In response to this, the DOH conducted a door to door campaign towards the interruption of the transmission of measles virus and prevents the occurrence of potential large measles outbreak in some parts of the country.
Ruzella Ann Tayo, HEPO II, reported that based on the projected target population of 34,285, there is a total of 27,549 children immunized which means the CHO has accomplished 80 percent of its immunization campaign. But if we based on the actual target of 29,152 over 27,549 the actual children immunized, the city has accomplished 94.50 percent.
About 1,076 infants from 9-11 months old, 3,459 children from 12-23 months old, and 23,014 recipients from 24 to 29 months old were immunized during the campaign.

Captain of Zone 4 Zenaida Po, health workers administered the first measles vaccination during the launching of the program in front of the city hall last April 4, 2011. Cadiz Deped hosts Paralympiada 2011
In order to facilitate an athletic competition for pupils with disability involving other SPED schools within the province as a sequel of 1st Paralympiada in 1995, the city’s Department of Education (Dep-ed) hosted the 9th Provincial Paralympiada 2011 at Dr. VFGMNHS in celebration with the 37th Dinagsa Festival last January 28, 2011.
The provincial paralympiada with a theme of “Ang Kapasanan ay hindi Hadlang sa Kaunlaran”, was participated by more than 500 special children and officiating teams from Bacolod City SPED Center, Silay City SPED Center, La Carlota City SPED Center, Cadiz City SPED Center and San Carlos City. Participants were categorized into three: children with hearing impaired, visually impaired and mentally challenge or mentally retarded children.
Editha Negosa, chairman of Paralympiada Committee said that various activities in the field of sports, cultural and parlor games were lined up to enhance and upgrade the competence and skills of the special children or persons with disabilities as part of their trainings in civic, athletics and recreational activities.
The activities were 50M run, 100 and 200 meter dash for boys and girls, bocce, goal ball and volleyball, cultural contest such as Fantasy modeling, vocal solo, playing any musical instruments, folkdance, parlor games and pig hunting.
Mayor Patrick Escalante delivered his message and declared the opening of the sports activity at the opening rites of the competition.
The pig hunting, make up contest, banana eating and planting straw contest joined by the blind children, deaf & mute or hearing impaired and mentally retarded from each delegation marked the funniest events of the day.

Mayor Patrick distributes 1.7M assistance to 4Ps beneficiaries
Cadiz City Mayor Patrick Escalante assisted by CSWD Officer Elena Serenias distributed P1.7 million to 487 family-beneficiaries from Barangay Luna for the “Pantawid, Pamilyang Pilipino Program” dubbed as 4Ps at Multi-Purpose building last January 5, 2011. This is the second batch of distribution for the month of September to December 2010.
4Ps is a flagship poverty alleviation program that provides conditional cash grants to extremely poor households with children from zero to 14 years old for 5 years. The program was jointly sponsored by the Dept of Health (DOH), Dep-ed, DILG, NAP-C, Land Bank of the Phil., NNC and DSWD.
Mayor Escalante urged the recipients to diligently follow the terms and conditions of the program and to spend the money wisely. The first batch of disbursement amounting to P4, 547,000.00 for the month of January to August 2010 was released last December 22, 2010, the mayor said.
Under the program the beneficiaries may avail of P6, 000 for health and nutrition package per year or P500.00 per month, 3, 000 for educational assistance for 10 months or P300.00 per month for each child for 5 years in a quarterly basis provided they will follow the conditions set by the program. A family with 3 children may avail P1, 500.00 every month for their health and nutrition or P15, 000.00 per year as long as long as they comply with the conditionality.
According to the CSWD officer Elena Serenias the National Household Targeting System conducted a survey and that out of the 22 barangays, Brgy. Luna was identified as the recipient of the program having the households with the poorest of the poor.
The conditions set by the program were as follows: pregnant mother should have a regular pre-natal and post natal check up, parents should attend the Responsible Parenthood Class, Mother’s Class, Parent Effectiveness Seminars, children aged from 3-5 are required to attend pre-school class and deworming for every 5 months while 6-14 years old are required to enroll in elementary and high school with 85% attendance. The DSWD and the advisory council will monitor the compliance of the recipients.
Noncompliance of the said conditions will result to suspension and eventually cancellation from the list of beneficiaries, Ms Serenias said./*

Clean and beautiful, that is Cadiz City!
That’s how Mayor Patrick Escalante sees of Cadiz City: Clean and beautiful Cadiz that would attract a bunch of investors and tourists from across the country.
Mayor Escalante has vowed to make Cadiz a truly livable and investor-friendly community of people who adhere to the principles of good governance and, clean and stunning environment.
As his mandate has begun, Mayor Escalante, a physician himself, has started advocating on cleanliness, hygiene and sanitation. He has indeed tasked the Clean and Green Division to regularly undertake and maintain the clean-up operations and the employment of landscape innovations on all areas.
In response to Mayor’s call, the Division has readily initiated the unique and eye-catching landscapes on the crossing Cadiz, Cadiz rotunda, city streets, city park, public market and Don Bernardo Benedicto Community Center.
As an added attraction to people, the division also spearheaded the construction of Grotto at the Children’s Playground.
Aside from these areas, the clean and green personnel have also facilitated the area beautification of Zone 1 to 6, including urban barangays of Tinampaan, Banquerohan, Cabahug and Daga.

Info Center, new media add push to Dinagsa 2011
‘Cadiz is becoming hi-tech! Even more hi-tech than of Bacolod City.’
That’s how Roberto Sumugat reacted on the multimedia the Cadiz Information Center presented via widescreen during the 37th Dinagsa Festival 2011 last January 24-30, 2011.
Sumugat, a publisher and proprietor of Alagdon Publication Services in Bacolod City, visited the Center last January 26.
According to him, Cadiz has outsmart Bacolod City in terms of initiative on media release, public accessibility on information and promotional arms for City’s events as Dinagsa Festival.
His positive comment stemmed from the Cadiz profile and trivia, and schedule of Dinagsa activities the Center showed on the widescreen every night for 7 straight days. He commended the personnel of the Cadiz Information Services (CIS), formerly the City Information Office for initiating the project.
The CIS set up the Cadiz Information Center infront of the City Public Library that served as the information drop-off center for both local and international tourists, including media people who were needing press releases, profile and Dinagsa updates.

Likewise, aside from the news blog or the online edition of the Cadiz Bulletin (www.cadizinformation.blogspot.com) that has developed a heavy traffic every day, the CIO has created and maintained account with the world’s largest social networking of Facebook. As a new social media, the Facebook account of City Information Center of Cadiz City releases announcements, notices and activity photos of the City. It is updated every day.
Currently, the Facebook took itself a great role as it successfully promoted the 37th Dinagsa Festival 2011.
As of press time, the Facebook page registered a total fo 2,500 members who can update themselves of the City’s programs and activities.
