City Treasurer Feligande Manapsal Delina feels fulfilled and accomplished as he is retiring from public service on April 17, this year. He has rendered almost 37 years with the City Government of Cadiz.
However, the Civil Service Commission Central Office in Manila has yet to approve the request for his 6-month extension as of this writing. The request is made by Mayor Salvador G. Escalante Jr. for an exigency of public service.
At 65, Delina has served the City from January 1, 1972 to April 17, 2009. He started working as Voucher and Journal Clerk to Accounting Clerk, Assistant Land Tax Clerk, Senior Revenue Collector, Administrative Deputy up to Assistant City Treasurer.
He has just earned these remarkable performances and promotions due to his being strong and dedicated. Delina was a graduate of Bachelor of Science in Commerce major in Accounting at the former West Negros College, now a West Negros University in Bacolod City. He earned his Master in Public Administration at the University of the Philippines in the Visayas.
His first wife was the late former Melinda Retirado who was also working as Assistant to the City Government Department Head - I of Cadiz. They were blessed with three children, Melfi, Feligande Jr. and Roderick.
He was re-married to Miss Leova Mabugat Chavez of Tiglawigan, Cadiz City. She is a Master Teacher of Tiglawigan Elementary School./*
