The Civil Service Commission led by its Chairman Ricardo L. Saludo and the Public Sector Labor Management Council held a National Worker’s Congress with a theme “Public Sector Union towards Institutionalization of a Citizens’ Charter” at SMX Convention Center, Mall of Asia, last March 23.

About One thousand seven hundred government employees’ union leaders, both local and national government-owned corporations and state colleges and universities, participated in the congress. Likewise CCGEU Vice president-internal affairs Celina Z. Ibanez, BOD Belinda Napoles and HRM officer Wynnefredo Acevedo also attended the forum.

Keynote speaker CSC Chairman Ricardo Saludo talked on the Partnership in government and advancement of workers in the government service and its priorities for 2009-2011 which is the formulation of strategies in promoting the Service, Integrity, Morale and Development Impact (SIMPACT) among public servants. ”These are the core values of the civil service that we shall build together for the next 3 years and beyond”, Chairman Saludo said.

He stressed that in order to uplift the morale of the workers the CSC strongly endorsed the increase of salaries under the Salary Standardization Law (SSL 3) and other benefits in the congress. He announced that Pres. Gloria M. Arroyo has signed P20 billion budget appropriations for the first phase of SSL3 which will take effect on July 2009.

Resource speakers of the congress were DOJ Secretary Raul Gonzalez, who tackled on the overview of the National Workers Congress; Presentation of Regional Workers Consultation reported by different sectors, DOLE Secretary Marianito Roque spoke on the Government Initiatives and Support for the Workers in these Challenging Times, DBM Undersecretary Laura Pacua , presented the Manifesto of the Support on the Passage of Salary Standardization Law III and DOJ Secretary Margarito Teves./*
